Justice Talwant Singh was born on 4th June 1961 in village Bahla, Hoshiarpur, Punjab; did his initial schooling in village and then from N P Boys Higher Secondary School, Mandir Marg, New Delhi. He did his Graduation in Commerce from SGTB Khalsa College, Delhi University and completed a Masters in Commerce from Meerut University. He earned Advance Diploma in Management from IGNOU. He did his LL.B. from Meerut University in 1986.
Justice Singh joined Delhi Bar in 1986 and practiced as a litigation lawyer at High Court and District Courts of Delhi till April, 2000. His practice areas were Corporate Law, Family Law, Civil and Criminal Law. He joined Delhi Higher Judicial Service in May, 2000 as Additional District & Sessions Judge. While working as a judge, he presided over Courts dealing with Corruption Cases, Heinous Crimes, Service Tribunals, Civil and Family Law jurisdictions. He was promoted as District & Sessions Judge in December, 2014 and served in North-East and East Districts till April, 2017.
He was appointed as District & Sessions Judge (Headquarters), Tis Hazari Courts, Delhi on 1st May, 2017 and served there till 26th May, 2019. He was elevated as a permanent Judge of the High Court of Delhi on 27th May, 2019.
Apart from Judicial work, he has a great passion for use of ICT (Information & Communication Technology) in Courts and has been active in this field for the last more than 18 years and made his humble contribution in computerisation of District Courts in Delhi. Recognising Justice Singh’s interest in ICT, his services were requisitioned by Hon’ble Supreme Court of India as Member-Judicial of E-Committee in the year 2013. This Committee was entrusted with responsibility to computerize more than 14,000 Courts all over India, which it completed in record time. He was also member of the Software team responsible for development of National CIS (Case Information System) for all District Courts in India in collaboration with NIC, Pune.
During his tenure in Delhi District Courts, Justice Singh also remained Chairman of District Courts Website Committee and Nodal Officer of E-Courts Project and made his contribution in developing India’s First Paperless E-Court at District Court level. He has been a guest faculty at National Judicial Academy, State Judicial Academies, Universities, Information Technology Institutes and Law Enforcement Training Institutions.
His interest in use of ICT in Courts and Cyber Law has taken him to many foreign jurisdictions for delivering lectures to various stakeholders. He has also authored/edited books like District Courts Case Management Manual for Judges, District Courts User’s Manual for Lawyers & Litigants, Annual Reports of Delhi District Courts and has also written articles on ICT in Delhi District Courts, Cyber Law & Information Technology and Recent Trends in Use of Information Technology in Judiciary. Is a trained Mediator trained under the aegis of the Hon’ble MCPC of the Supreme Court of India and is trained in Mediation by ISDLS (California) and trained as a Master Trainer by the CEDR, London at the ICADR, New Delhi and has imparted mediation training and trained several Mediators as Trainers in Mediation. Was the Director of the Delhi Judicial Academy, from mid 2009 to December, 2011 and is a Fellow of the Commonwealth Judicial Education Institute, Canada, and has been keenly involved in judicial education. Was the District and Sessions Judge, West District, Delhi from 6th May, 2013 to 27th April, 2015. Was the District and Sessions Judge South, Saket, New Delhi from 27th April, 2015 and has during the span of 31 years of judicial service adjudicated in a wide range of jurisdictions. Justice Asha Menon was born on 17th September, 1960 at Pattambi, Kerala. She studied in different schools across India and completed her schooling from Kendriya Vidyalaya, Sector IV, R.K. Puram, New Delhi. She graduated in Economics (Hons.) from Lady Shri Ram College, University of Delhi in 1979 and thereafter LLB from the Faculty of Law, University of Delhi in 1982. Justice Menon was the youngest to enroll with the Bar Council of Delhi in that year. In 2006, she obtained her LLM from Kurukshetra University.
Justice Menon was selected in the Delhi Judicial Service Exam conducted in 1984-85 and joined the service on 04th November, 1986. Justice Menon presided over various Courts in all jurisdictions over a period of about 14 years including, civil, criminal, rent, guardianship insolvency, etc and was promoted to the Delhi Higher Judicial Service on 16th August, 2000.
She dealt with Land Acquisition Reference matters, litigation against public utilities such as, the Electricity Board/discoms, Delhi Jal Board, the then Municipal Corporation of Delhi and other civil matters. While holding the Sessions Court, she was designated as the Special Court to deal with Securities and Exchange Board of India (SEBI) prosecutions after the 2014 amendment and enhancement of the penalties and was one amongst the three set up in Mumbai, Chennai and Delhi and was the first Court to start disposals and convictions in the country.
Justice Menon underwent mediation training in 2005 conducted by Institute for the Study and Development of Legal Systems (ISDLS), California and subsequently was selected for training as a Master Trainer by the Centre for Effective Dispute Resolution (CEDR), London at the International Centre for Alternative Dispute Resolution, (ICADR), New Delhi. She has conducted training sessions in mediation in various parts of the country including Kerala, Chennai, Chandigarh, Rajasthan, Indore and several other places.
On 12th September, 2008, Justice Menon was posted as the Member Secretary, Delhi State Legal Services Authority and remained as such, till 31st October, 2012. During this tenure, many firsts were achieved. The Legal Services Authorities Act, 1987 was implemented in full measure with the creation of District Authorities. In each district of Delhi, full time Secretaries were appointed, Mega Lok Adalats were organized and several outreach programmes initiated. For the first time in India on 8th February, 2009, a paperless Lok Adalat was held, when without moving the files, thousands of cases pertaining to Section 138 Negotiable Instruments Act, 1881 were disposed of.
As a Member Secretary, she was called upon by the Delhi High Court to submit various reports, which formed the basis of orders with far reaching effect touching upon the welfare of the economically weaker sections such as anganwadi, night shelters, missing children and mentally ill, to name a few.
Justice Menon was instrumental in ensuring the availability of a Magistrate at the Jama Masjid outreach of the Institute of Human Behaviour and Allied Sciences (IHBAS) to facilitate orders to provide involuntary treatment for homeless persons suffering from mental illness. Justice Menon played a significant role in formulation of the Jail Parole Guidelines, 2010. For improving the quality of free legal aid, a training programme for the legal aid panel lawyers was also put in place by her with a prescribed syllabus. The para legal volunteer scheme and school literacy programme in Delhi Schools and Colleges were also commenced during her tenure. Under her charge, two significant national level programmes were organized in co-ordination with the National Legal Services Authority (NALSA) for highlighting the issues faced by transgender persons and the working of the Juvenile Justice (Care and Protection of Children) Act, 2000.
At the international level, Justice Menon has represented India at the ‘Asia Pacific Regional Consultation on HIV-related Legal Services and Rights’ in 2012 at Bangkok, Thailand. She has also visited Malawi, Africa as a member of the Indian delegation under the aegis of the United Nations Development Programme (UNDP).
On completion of her tenure in 2012, Justice Menon was posted to the Sessions Court but was again called to become the Member Secretary of the National Legal Services Authority on being so selected by the then Chief Justice of India and held the position till December, 2015. For the first time under her supervision, National Lok Adalats were commenced on regular basis. Commendation programmes were held at national level to acknowledge the work of para legal volunteers and the district legal services authorities across the country.
She has helped in framing several schemes for effective legal services in keeping with the mandate of NALSA under the Legal Services Authorities Act, 1987. She also assisted in the preparation of training modules for legal aid lawyers, para legal volunteers and probation officers.
As the Member Secretary, NALSA, she was called upon to submit several reports to the Supreme Court of India in respect of missing children, implementation of the Juvenile Justice (Care and Protection of Children) Act, 2000 and the rehabilitation of trafficked children and women and the protection of the rights of voluntary sex workers. As Member Secretary, she assisted the Supreme Court in the case of National Legal Services Authority of India vs. Union of India, a landmark decision for protection and enforcement of the rights of transgender persons including the right to identify as third gender.
In 2016, she was also appointed Chairperson of a Committee constituted by the Ministry of Women and Child Development, Government of India for drafting new rules under the Juvenile Justice (Care and Protection of Children) Act, 2015 which have since been notified.
On return from NALSA, in January, 2016, she took charge as the Family Court Principal Judge (HQ)-cum-District Judge at Dwarka. With effect from July, 2016 till December, 2016, she worked as District and Sessions Judge, South East, Saket and with effect from December, 2016 till 26th May, 2019, she worked as the District and Sessions Judge, South-cum-Judge-Inchange, Saket, New Delhi.
On 27th May, 2019, Justice Menon was elevated as a permanent judge of the High Court of Delhi.

Passed S.S.C. with 68% marks in the year 1975, B.Sc. with 68% from M.G..Science College, Ahmedabad in the year 1979 and M.Sc. with Organic Chemistry from University School of Science in the year 1981. He did his LL.B. degree in the year 1984 with first class and LL.M. with First Rank in the First class in the year 1986 from L.A. Shah Law College, Ahmedabad.
He got two Gold medals, one of Principal M.S. Pandit Gold Medal and another from Bombay Hindu Law Research and Reform Association. He was a National Scholar in the year 1983-84 and 1984-85.
He enrolled as an Advocate on 28th July, 1984 and practiced at the High Court of Gujarat. He practiced in Civil, Criminal and Constitutional matters as well as Excise and Custom matters on behalf of Union of India at the High Court of Gujarat. Justice J.R. Midha served as a Judge of Delhi High Court from 11th April, 2008 to 7th July, 2021. As a Judge, he presided over several jurisdictions including Judge-in-Charge of Original side of Delhi High Court. He also headed a Division Bench hearing Criminal Appeals involving life and death sentence references.
Justice Midha served as the Chairperson of Delhi International Arbitration Centre (DIAC). During his tenure, various new initiatives were successfully undertaken, namely: framing of Rules for Empanelment of Arbitrators; Empanelment of Arbitrators under the new Rules; stage wise disbursal of Fees to the Arbitrators; improved Website of DIAC with added features; Audio-visual tour of DIAC on the Website; release of first issue of DIAC Journal of Arbitration; and Guidelines for arbitration proceedings by video conference during pandemic.
Justice Midha also served as the Chairperson of Judicial Education and Training Programme Committee of High Court of Delhi and supervised the training of Judges at Delhi Judicial Academy. During his tenure, the Good Practices arising out of the judgments of Delhi High Court were uploaded on the Website of Delhi Judicial Academy. Justice Midha also served as a Member of the Sub-Committee of the Supreme Court on use of Artificial Intelligence in MACT cases.
Justice Midha served as a Member of the Advisory Board of Conservation of Foreign Exchange & Prevention of Smuggling Activities Act, 1974 (COFEPOSA) in 2015, 2016, 2020 and 2021. He presided over the Tribunal under Unlawful Activities (Prevention) Act, 1967 to examine the ban on the activities of United Liberation Front of Assam (ULFA) in 2012.
As a Judge, Justice Midha actively initiated judicial reforms in various jurisdictions namely, Arbitration, Motor Accident Claims, Execution Cases, Maintenance in Matrimonial Cases, Compensation to Victims of Crime, Prosecution for False Claims, Prosecution of Proclaimed Offenders, etc.
Before elevation, Justice Midha practiced Law for 26 years (1982 to 2008) before various Courts including Supreme Court, Delhi High Court and other High Courts. He also appeared as a Counsel before the Arbitrators/Arbitral Tribunals. He represented Govt. of NCT of Delhi as Standing Counsel (Civil) before the High Court of Delhi from May, 2006 until elevation as a Judge in April, 2008.
Justice Midha taught Law at Campus Law Centre, Faculty of Law, Delhi University from 1989 to 1992 and taught various subjects including Code of Civil Procedure, Indian Evidence Act, Transfer of Property Act, Delhi Rent Control Act, Limitation Act, Arbitration Act, Motor Vehicles Act, Court Fees Act, Suit Valuation Act, Indian Registration Act, and Indian Stamp Act. He authored and compiled the synopsis and case material on the subjects of “Pleading and Conveyancing” and “Motor Accident Compensation” for Campus Law Centre. While teaching, he organized a Lok Adalat for Motor Accidents Cases in Campus Law Centre in 1991 in which the compensation was computed by Law students and the computation was submitted to the Lok Adalat Judges in advance to assist the claimants in obtaining fair compensation. Even after elevation to the Bench, he continued to visit various law schools to deliver guest lectures. He had been a resource person for training of Judges in National Judicial Academy as well as State Judicial Academies.
Justice Midha has written three books namely, Amendments to Code of Civil Procedure in 2002, Motor Accident Claims Referencer - First Edition in 2011 and Motor Accident Claims Referencer - Second Edition in 2012.

A. Public Administration from Panjab University in the year 1983, (L.L.M.) in the year 2004 and did her Ph.D. degree from Amity University, Noida in the year 2012.
Topper of her batch of 1984 Delhi Judicial Services (DJS), she joined Delhi Judicial Service (DJS) on 26.07.1985. She served as Sub-Judge (From 1985 to 1987), Metropolitan Magistrate and also Secretary of Legal Aid and Advise Committee (From 1987 to 1995), Competent Authority, Slums, Municipal Corporation of Delhi and Joint Director/Mobilisation Committee Development (From 1995 to 1997) and was promoted as Addl. Chief Metropolitan Magistrate in the year 1997 and exclusively dealt with Customs and FERA Act cases including the "‘Jain Hawala Case", "Match Fixing Case". She worked as Additional Sessions Judge in the year 2000 and dealt with "Lajpat Nagar Bomb Blast" case under Explosive Substances Act). She worked as Additional Sessions Judge-cum-Chief Metropolitan Magistrate (From 2000 to 2003) and being the only Chief Metropolitan Magistrate in the whole of Delhi, she looked after the entire administrative work pertaining to all Magistrates of Tis Hazari, Patiala House and Karkardooma courts and supervised functions of the entire Magistracy due to bifurcation of Delhi into five zones. During this tenure till 23rd June 2003, she was vested with the exclusive powers to deal with cases of Official Secrets Act. For the first time, Special Courts were organized in Tihar Jail and cases of undertrials languishing in Tihar Jail for long and involved in petty offences were dealt with. She worked as Secretary, Press Council of India (From 2003 to 2004) which is a statutory post established by Parliament under the Press Council Act, 1978. Thereafter, she worked as Member Secretary, Delhi Legal Services Authority (From 2004 to 2008) and on 08.03.2006, for the first time, Delhi Legal Services Authority launched Mobile Legal Services, on 10.03.2006, Summer and Winter Internship Programme for Law Interns of various Law Universities were started and also opened a 24 Hours Permanent Legal Services Clinic. She was posted as Additional District Judge (From 2008 to 2010) and Special Judge (Prevention of Corruption Act) (From 2010 to 2013) and dealt with “Cash for Vote Scam” case and a case against accused Dr. Ravi Inder Singh, IAS, Director, Internal Security, Ministry of Home Affairs, Govt. of India. She worked as District & Sessions Judge in the year 2013 and dealt with different cases of Public Premises Act, Essential Services Maintenance Act, Essential Commodities Act and RCT besides doing various administrative duties pertaining to Saket District. She remained Registrar General, High Court of Delhi from April, 2013 to December, 2014 and also worked as Registrar (Vigilance).
She was elevated to the Bench of High Court of Delhi as "Additional Judge" on 15th December, 2014 and became a Permanent Judge on 2nd June, 2016.
Being a Trained Mediator, number of lawyers at Raipur, Chandigarh, Udhampur, Ranchi, Bhubaneshwar and Aurangabad as well as number of judicial officers in Sikkim Judicial Academy and West Bengal Judicial Academy were trained by her.
She was a member of the Project Steering Committee (PSC) implemented by the Department of Justice, Ministry of Law & Justice, Government of India with support from United Nation Development Programme (UNDP) which aimed to strengthen access to justice particularly for women, scheduled castes, scheduled tribes and minorities.
She is a Member of Juvenile Justice Board and was nominated and attended a programme titled `Regional Consultation on Strengthening Restoration and Rehabilitation of Children under the Juvenile Justice (Care and Protection of Children).
She is a Presiding Officer of The Unlawful Activities (Prevention) Act, 1967 (Islamic Research Foundation).
She was nominated and attended the “21st Annual Intensive Study Programme for Judicial Educators” held at Halifax, Canada; she also attended a "Comprehensive Mediation Training Programme titled “Mastering the Fundamentals of Mediation” held in the University of California, Hastings College of the Law, U.S.A. and was also nominated to attend the “Regional Preparatory Workshop for Launch of a Global Judicial Integrity Network” held at Bangkok, Thailand.
She has authored the following books :
* “An Exhaustive Guide to the Slum Area (Improvement & Clearance) Act, 1956" and relevant Rules published in the year 1998 which was foreword by Hon’ble Justice R. C. Lahoti, Chief Justice, Delhi High Court. The second edition of the same was published in the year 2009 which was foreword by Hon’ble Mr. Justice T. S. Thakur, Chief Justice of Punjab & Haryana High Court.
* “Commentary on–The Legal Services Authorities Act” which was published in the year 2012 which was foreword by Hon’ble Mr. Justice T. S. Thakur, Judge, Supreme Court of India followed by its Hindi translation “Vidhik Sewa Pradhikaran Adhiniyam, 1987” published in the year 2016.
* `Woman Know Thyself’ containing different laws relating to Women in India which was published in 2016 and released by Hon’ble Mr. Justice T.S. Thakur, Chief Justice, Supreme Court of India. Resigned on 30.05.2020.
