The present petition has been filed by the Delhi Hawkers Welfare Association through its General Secretary – Mr. Praveen Kumar, on the ground that a Grievance Redressal and Dispute Resolution Committee (hereinafter ‘GRC’) needs to be constituted under Section 20 of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014. 3. The submission of Mr. Mishra, ld. Counsel for Petitioner is that though the GRC may now be constituted with two members and one member is still to be appointed, there is no venue where the proceedings of GRC can be held and no proper office space has been created for the GRC. 4. This Court has, in the past, in W.P.(C) 318/2025 titled Machli Mandi Pahla Pusta New Usman Pur Vikas Samiti v. GNCTD & Ors., considered a similar prayer and vide order 24th September, 2026, the petition was disposed of in these terms: “1. This hearing has been done through hybrid mode. 2. The Petitioner in this case confines the relief to Section 20 of the Street Vendors (Protection of livelihood and Regulation of Street Vending) Act, 2014 which provides for the constitution of one or more committees as a Dispute Redressal Mechanism for resolution of grievances of the street vendors. 3. The grievance of the Petitioner is that the committees under the said redressal mechanism were not notified by the GNCTD. 4. A status report has been filed by the Deputy Secretary, Shri Vinay Kumar Tripathi that the Grievance Redressal and Disputes Resolution Committee has been constituted vide Notification dated 15th July, 2026. It is stated that two members of the Committee have also been appointed and one more member is to be appointed soon. 5. Accordingly, the GNCTD is directed to appoint a third member to the said Committee within a period of two months from today. 6. Let a copy of this order be communicated to Shri Vinay Kumar Tripathi, Deputy Secretary, GNCTD by Ms. Vaishali Gupta, ld. Standing Counsel. 7. No other relief is pressed for in the present petition. 8. The petition is disposed of accordingly in the above terms.” 5. As can be seen from the above order passed in Machli Mandi Pahla Pusta New Usman Pur Vikas Samiti (supra), two members of the committee have been appointed i.e., Mr. Ajay Kumar Jain, DHJS (Retd.) - Chairperson and Mr. Vinay Kumar (Retd.), IAS – Professional Member, and a third member has been directed to be appointed within two months. 6. In addition, it is further now directed that within the said period of two months, the GRC’s office space and hearing room, etc. and any other infrastructure including the staff shall also be finalized by the GNCTD, so that with effect from 1st December, 2026, the GRC can start entertaining grievances and conduct effective proceedings including holding hearings, if required. 7. Let a copy of this order be also communicated to Shri Vinay Kumar Tripathi, Deputy Secretary, GNCTD by Ms. Vaishali Gupta, ld. Standing Counsel. 8. Petition is disposed of in these terms.
