The petitioner had earlier approached this Court by way of WP (C) 11917/2023, which was withdrawn on 29 April 2026, stating that he anticipated relief at the administrative level. 2. Though no such relief has been granted, he has re-approached this Court on the ground that, after he withdrew his earlier writ petition, certain orders have been passed by the respondents which, if applied to the petitioner, would substantiate his entitlement to relief. 3. We refrain from expressing any opinion on his contention, as it has not been advanced before the Central Administrative Tribunal1. Applying the principles contained in para 93 of the judgment of the Supreme Court in L. Chandra Kumar v. Union of India2, this Court cannot act as a Court of first instance and examine aspects which were not urged before the Tribunal. 4. In as much as the above orders have been issued by the respondents, after the petitioner withdrew the earlier writ petition, Mr. Karan Chahar seeks leave to withdraw this writ petition submitting that he would have approached the Tribunal for appropriate relief. 5. Without expressing any opinion on the merits of the case of the petitioner, we permit him to withdraw this writ petition with liberty to approach the Tribunal, if so advised. 6. The writ petition is disposed of as withdrawn. C.
