				J U D G M E N T (oral)

1. Since both the abovesaid cases are connected and cross-cases and since in both the abovesaid petitions, the parties have entered into settlement and are seeking quashing on the basis of settlement, both these petitions have been taken up together. 
2. In CRL.M.C. 7663/2023, the petitioners seek quashing of FIR No. 231/2023 PS Rani Bagh, registered for commission of offences under Sections 186/353/332/34 IPC. 
3.  There are four accused persons and complaint is HC Raghubir Singh. He is the one who was obstructed while discharging his official duties and was assaulted. 
4. Petitioner Nos. 1 and 4 are present in Court and their sons, petitioner Nos. 2 and 3 have joined the proceedings through video conferencing. 
5. Though, earlier the abovesaid petition had been filed seeking quashing on the ground that no offence was made out, but, now, it has been apprised that the matter has been amicably settled and the settlement deed dated 12.11.2025 has also been placed on record. 
6. The affidavit of complainant therein i.e. HC Raghubir Singh has also been filed wherein he has, categorically, deposed that he has settled all the disputes amicably and peacefully and has no objection if the criminal proceedings are quashed. 
7. The abovesaid incident took place when a scooty, which was lying unclaimed for three days, had been picked up by HC Raghubir Singh. 
8.  In CRL.M.C. 128/2026, FIR No. 124/2018 PS Rani Bagh was registered for commission of offences under Sections 323/341/354/34 IPC and, as per the allegations made therein, the two complainants, including a lady, were manhandled. 
9. The complaint is directed against seven accused persons, of whom six are police officials and one is private person i.e. Driver. All the seven accused are present physically before the Court and both the complainant are also present physically. 
10. The settlement terms are elaborated in deed dated 12.11.2025 and both the parties have specifically mentioned therein that the incident took place on account of misunderstanding and interpersonal dispute and that, with the intervention of mutual friends, well wishers and elders, they have amicably resolved all their differences and do not want to pursue their respective criminal complaints. 
11. The charges have not yet been framed. 
12. During course of proceedings, when query was put up to the respective complainants i.e. HC Raghubir Singh respondent No.2 in CRL.M.C. 7663/2023, Respondent Nos.2 and 3 in CRL.M.C. 128/2026, they all reiterated the terms of settlement deed and prayed that the FIRs in question may be quashed.
13. The Investigating Officer (I.O.) is present and confirms the broad facts and also identifies the complainants. The respective counsel also identify them. 
14. In view of the settlement arrived between the parties, continuing with criminal proceedings would serve no useful purpose, especially, when dispute does not involve any public interest. 
15. Accordingly, exercising inherent powers vested in this Court under Section 528 of the BNSS, it is deemed appropriate to quash the FIR instant.
16. Consequently, to secure the ends of justice, FIR Nos. 231/2023 and 124/2018 at P.S: Rani Bagh, along with all consequential proceedings emanating therefrom, are hereby, quashed.
17. Both the petitions stand disposed of in aforesaid terms. 
18. Pending applications also stand disposed of.
