The accused/applicant seeks Anticipatory Bail in case FIR No. 454/2024 of PS Mangolpuri for offence under Section 167/466/471/34 IPC. 2. This Anticipatory Bail application was first taken up by the predecessor bench on 19.06.2024 and the accused/applicant was granted protection from arrest till next date. Thereafter, the application got listed before different benches and the interim protection continued on date to date basis. Today for the first time this application has been listed before me. 3. I have heard learned counsel for accused/applicant and learned prosecutor assisted by Investigating Officer/Inspector Suneel. 4. Broadly speaking, the allegation against the accused/applicant is that while working as doctor in Bhagwan Mahavir Hospital, he issued a bogus emergency/casualty registration card to a person who was in jail in connection with another criminal case and on the basis of that medical document, the said accused succeeded in getting himself bailed out. 5. Keeping in mind the old pendency of this application, I asked the Investigating Officer to show me the investigation file from which it could be ascertained as to why chargesheet in such case has not been filed till date. The FIR was registered on 17.05.2024 and it is not a complicated offence requiring any intricate investigation. But it was shocking to note from the Case Diaries in the investigation file that after 11.07.2024, no investigation at all has been carried out till date. It seems that State is not at all interested in prosecuting the accused/applicant. 6. Considering the overall circumstances as mentioned above, I find no reason to keep this Anticipatory Bail application pending endlessly. 7. Therefore, this Anticipatory Bail application is allowed and it is directed that in the event of his arrest, the accused/applicant shall be released on bail, subject to his furnishing a personal bond in the sum of Rs. 10,000/- with one surety in the like amount to the satisfaction of the IO/SHO concerned. 8.
