Enrolled Advocate of the Supreme Court in February, 1959. Appointed Additional Judge of the High Court of Delhi w.e.f. 17.8.1978. Appointed permanent Judge on 11.9.1981. Retired on 3.12.1986.

Justice N N GoswamyJustice Narinder Nath Goswamy, B.A., LL.B - Born on 28.2.1929. Enrolled Pleader in 1953. Enrolled Advocate in Feb. 1956. Enrolled Advocate of the Supreme Court in 1959. Practised in the Punjab High Court from 1956-1968 and conducted many important cases. Secretary and Member of the Executive Committee of the Punjab High Court Bar Association for a number of years. In June, 1968, he shifted the venue of his practice from Chandigarh to Delhi and appeared in many important cases in Supreme Court and Delhi High Court. He was on the panel of the Advocates for the State of Haryana as also for the State of Punjab in the Supreme Court for over seven years and had the opportunity to appear in many cases. In January, 1976, appointed as Central Government Pleader. Appointed additional Judge of the High Court of Delhi w.e.f. 25.7.1978. Appointed permanent Judge on 11.9.1981. Retired on 28.2.1991.
Justice Leila Seth
Justice Leila SethJustice Shrimati Leila Seth, Bar-at-Law, - Born on 20th October, 1930. Enrolled in the Calcutta High Court on 16-7-1959. Enrolled in the Supreme Court of India on 7-9-1959. She practised in Patna High Court for about ten years. Handled a large number of Tax matters (Income Tax, Sales Tax, Excise and Customs), Civil, Company and Criminal cases as also Matrimonial suits and writ petitions. From the end of April 1963 to the beginning of 1968 Junior Standing Counsel for the Income-tax Department in the State of Bihar, appointed by the Government of India. She was also on the panel of lawyers for the State of Bihar in the Patna High Court from 1962 - 1968. Practised from 1972 in the Delhi High Court and did all types of work including original civil work, company petitions, writ petitions, tax matters, revisions and appeals. Practised in the Supreme Court of India from 1972 and handled mainly tax matters, writ petitions, constitutional civil and criminal appeals. She was on the panel of lawyers for the state of West Bengal in Supreme Court of India since June, 1974. Designated Senior Advocate by the Supreme Court of India from 10.1.1977. Additional Judge of the High Court of Delhi w.e.f. 25.7.1978. Appointed permanent Judge on 18.7.1980. Appointed and Transferred as Chief Justice of Himachal Pradesh High Court on 5.8.1991. Retired on 20.10.1992.
Justice S Ranganathan
Justice S RanganathanJustice Srinivasachar Ranganathan, B.A., (Hons.) M.L. - Born, 31st October, 1927. Enrolled Advocate on 21-7-1952. Junior Standing Counsel to the Commissioner of Income-tax, Madras, from 1-10-1954. Subsequently he was appointed as Senior Standing Counsel and worked as such till February, 1964. Judicial Member, Income-Tax Appellate Tribunal from 24-2-1964 and was confirmed with effect from 4-8- 1967. Vice-President of the Southern and Northern Zones of the Tribunal and later as President. He was associated with the revision of Sundaram's Law of Income Tax (1953 Edition). He contributed substantial portions to the commentary on the Income-tax Act by Shri A.C. Sampathyenger. Additional Judge of the Delhi High Court from 14-11-1977 and was appointed a permanent Judge on 19-3-1978. Retired on 31.10.1989.

Justice M L JainJustice Mangi Lal Jain, M.A., LL.M. - Born on 22nd July, 1922. Joined service in Kota State as Naib Nazim- Munsif-Magistrate in October, 1945. Deputy Legislative Counsel (Translation), Legislative Department, Government of India from 1956 to 1968 and Additional District and Sessions Judge from August, 1968. Joint Legal Remembrancer to the Government of Rajasthan from October, 1968 to March, 1969. From April, 1969, District and Sessions Judge. Additional Judge of the Rajasthan High Court with effect from 1-7-1975. He was appointed permanent Judge on 29-6-1977. Transferred as Judge of the Delhi High Court from 24-7-1978. Retired on 22-7-1984.
Justice M S Joshi
Justice M S JoshiJustice Mohinder Singh Joshi, L.L.B., M.A.- Born, 21-10- 1918. He joined the Judicial Service as Magistrate 1st Class-cum-Sub-Judge 2nd Class in October, 1947. He worked as Deputy Registrar of the Pepsu High Court from May, 1949 to May, 1953. In December, 1958 he was appointed Sub-Judge 1st Class, Delhi, and in August, 1960 as Judge of the Small Causes Court, Delhi with enhanced appellate powers. He was appointed Additional District and Sessions Judge in April, 1964 and was on deputation to the Ministry of Law, as member of the official Language (Legislative) commission from October, 1968 to June, 1971. He as confirmed as District and Sessions Judge in the punjab Superior Judicial Service on the 11th May, 1970 and was permanently absorbed in the Delhi Higher Judicial Service in the selection grade with effect from 17th May, 1971. He had been working as Registrar of the Delhi High Court since 8th June, 1971 when he was appointed as Additional Judge for a period of two years with effect from 8-12-74. Appointed Permanent Judge on 17-12-76(A.N.). Retired on 21-10-1980.
Justice F S Gill
Justice F S GillJustice Fauja Singh Gill, B.A., L.L.B.- Born 20-11-1917. Educated at Formen Christian College, Lahore and Law College, Lahore. Worked as District and Sessions Judge in Kalsia State from 1-8-47 to 21-10-48. After formation of PEPSU, was integrated in pepsu Judicial Service and worked as Sub-Judge- cum-Magistrate 1st Class and Section 30 Magistrate from 22-10-48 to 8-3-53. Functioned as Sub-Judge 1st Class (With Appellate powers)-cum-ADM (Judicial) from 9-3-53 to 31-10-56. On merger of PEPSU with Punjab was integrated in Punjab Civil Service (Judicial Branch) and worked as Sub-Judge 1st Class (With Appellate powers)-cum-ADM (Judicial) and Senior Sub-Judge from 1-11-56 to 11- 2-62. Was promoted as Additional District and Sessions Judge on 14-2-62 and was confirmed as District and Sessions Judge with effect from 26-6-69. Appointed substantively to Delhi Higher Judicial Service on its initial constitution with effect from 17-5-71 and given selection grade from the same date. Appointed as officiating District and Sessions Judge, Delhi, in Super-time scale of Rs. 2500-2750, with effect from 7-3-72. Appointed as Additional Judge of the Delhi High Court for a period of two years with effect from 18-12-74. Appointed permanent Judge on 17-12-76(A.N.). Retired on 20-11-1979.

High School, Simla, Bhargava Municipal College, Simla and Law Faculty University of Delhi, Delhi. Enrolled as an Advocate of the Punjab high Court on 8th December, 1955. Did Civil, Criminal and all other types of work in the Punjab High Court and the Delhi High Court. Conducted cases of behalf of Commissioner of Income Tax Delhi, Municipal Corporation of Delhi, Life Insurance Corporation of India etc. Was Additional Standing Counsel of Delhi Administration since November, 1971. Appointed additional Judge of w.e.f. 28th February, 1974. Appointed as permanent Judge on 28-2-76(F.N). Appointed Chief Justice of Delhi High Court on 21-08-1987. Transferred as Chief Justice of Andhra Pradesh High Court on 18-03-1988.
